2004-2005:
Incorporating Women's Issues in Local Government Agenda.
In September 2004 WAD Foundation starts the implementation of a new partnership project with two organizations from NNEO -
"SOS - Families in Disgrace" Association in Varna and European Compass Society in Silistra.
Thе name of the project is
"Incorporating Women's Issues in Local Government Agenda" and is
funded through a program of the Foreign Affairs Ministry of Norway. The efforts of the three organizations are aimed
towards increasing civil participation and policy development on the local level.
The project has two main objectives:

On one hand that's sensitizing the general public towards
discrimination and increasing the personal, communal and societal responsibility for the resolution of the problem.

On the other hand, the project aims at improving the
capacity of the NGO's and local authorities for the conduct of joint initiatives and development of a stable and efficient
dialogue that addresses the issues on the local level through the introduction of equality principles.
For a period of nine months the project plans to conduct surveys in the municipalities of Varna and Silistra and poll the public
opinion on discrimination as well as to organize informative events in order to raise the level of knowledge about the
Act on Combating Human Trafficking and the mechanisms for enforcement. There will be seminars for the two main
target groups: local NGO's and representatives of the local authorities. The civil organizations will be trained to
become spokespersons for the vulnerable groups and advocates in the process of solution finding.
The local authorities will be acquainted with the principles of transparency, responsibility and giving access
to citizens to the decision-making process.
The expected results are creation of working models for cooperation between all interested sides, which should
guarantee the incorporation of equality and civil participation in the practices of local governments.
